The only way to achieve the correct amount from the cylinder, is to measure the balloons, as you inflate them. We recommend placing 2 chairs back to back, measuring 9" and once the balloon touches the chairs, you've achieve the correct size. Thank you for reaching out to us. We fill our these with grade A helium from BOC which is 99% pure with 1% impurity, due to this is very unusual for helium compatible balloons not to float for the stated times. Latex balloons are porous and have an average flotation time of around 6-8 hours depending on the size of the balloon and room temperature. Foil balloons have a much longer float time because the balloons are completely sealed. We do state the float times on the helium cylinder box instructions and the cylinder itself, we also advise to inflate the balloons 1-2 hours before the party/event.
